Township of Langley vs City of Langley: what's the difference for a buyer?

By Ramon Gutierrez, PREC

When people say "Langley", they usually mean one place. It is two. The City of Langley and the Township of Langley are separate municipalities, with separate councils, separate bylaws, separate property tax bills and separate plans for the future. Most buyers do not notice until something specific comes up, such as whether they can build a garden suite or when their garbage is collected. By then, they have already bought.

How there came to be two Langleys

The City of Langley was incorporated on March 15, 1955, when the area then known as Langley Prairie separated from the Township. The City marked its 70th anniversary in 2025. Today the City is the compact urban centre, with downtown Langley, its shops and many of its apartment buildings. The Township surrounds it on most sides and covers a much larger area: Willoughby, Walnut Grove, Murrayville, Brookswood, Fernridge, Fort Langley, Aldergrove and a lot of farmland.

The mailing address on both often just says "Langley, BC". That is why buyers mix them up.

What changes depending on which side you buy

Your property taxes are set by the municipality where the home is. The City and the Township each have their own budget, their own tax rates and their own home owner grant process. Your utilities, garbage and recycling collection, and many permits are handled by that municipality too.

Bylaws are different. Rules about secondary suites, short-term rentals, tree removal, fences, parking and home businesses are set separately. A rule you read about on one side may not apply on the other. Always read the page for the municipality where the address actually is.

Plans are different. The City has its own Official Community Plan, a Downtown Master Plan and a 2026 to 2031 Strategic Plan. The Township has its own Official Community Plan, which Council adopted after a public hearing on December 1, 2025, and a set of community and neighbourhood plans for specific areas. Those plans decide what can be built next to you in the coming years.

What does not change

Some things are shared or work the same way on both sides. Schools are run by the Langley School District, and catchments are checked with the district's school locator, not by municipality. The Property Transfer Tax, the strata rules under the Strata Property Act and the Residential Tenancy Act are provincial, so they apply in both. Your mortgage and your home inspection work the same way too.

How to check which Langley a home is in

The simplest check is the property tax notice or the BC Assessment record, which shows the jurisdiction. Your agent can also confirm it from the listing data. If a home sits near the boundary, around 196 Street, Fraser Highway or the Langley Bypass areas, do not assume. Check.

Then go to the right website. The City of Langley is at langleycity.ca. The Township of Langley is at tol.ca. Both have mapping tools that show zoning and plan designations for an address.

How I use the difference with buyers

When a client is choosing between two homes, one in the City and one in the Township, I ask them to look at three things on each municipality's site: the zoning for the property, the plan for the area around it, and the property tax information. Two homes that look the same on a listing can carry different possibilities for a suite, a different future across the street and a different tax bill.

It takes an evening to check. It is one of the cheapest pieces of due diligence you can do, and buyers who skip it are the ones who call me later surprised by a rule they did not know existed.
